Kansas Legislature
- Senate Bill 504 Amends the personal and family protection act to expand right to carry under CCH to military spouses/family members. Other changes are proposed, but the point is not immediately clear. No legislative action at this time; bouncing between committees.
- Senate Bill 116 Amends the Kansas Private Detective Licensing Act and Expungement statutes. Adds language to clearly include bounty hunters in the definition of 'Detective Business' and alters the background screening requirements for a Private Detective Firearm Permit. Proposed by the KBI, a hearing has been held in the Senate Committee with the KBI and representatives of the Kansas Professional Bail Bond Association. A KAPI representative attended the hearing; KAPI has provided input to the committee.

No action on this bill in the 2010 session.
- House Bill 2432 Amends all use of force statutes to allow use of less than deadly force in self-defense. This bill is in response to a Kansas Supreme Court decision that ruled that a threat of force did not constitute 'force' under the self-defense statutes and self-defense could not be asserted as an affirmative defense. Case is State vs Hendrix. Bill has passed House and is pending action in the Senate.
- House Bill 2449 Amends KSA 21-4001 on Eavesdropping. Oriented toward sex offenders, these changes increase the offense to a felony, expands the definition of the offense, and limits affirmative defenses for parents, guardians, employers, etc. Hearing has been held; KAPI has submitted a letter opposing current changes as impractical for business, parents, guardians, etc.
- House Bill 2449 - KAPI Response
- House Bill 2668 Recodifies the entire Kansas criminal code. Examination of this 241 page bill shows that most statutes are not being changed; the weapons statutes are affected. Carrying a weapon illegally has been differentiated from possessing a weapon illegally. The definition of 'Capitol Complex' has been added to KSA 21-4218, expanding the restrictions on where firearms may be carried in state buildings. Several statutes on assault, battery and weapons possession/restriction have been consolidated. This bill has passed the House and is pending action in the Senate.
- House Bill 2685 Amends the personal and family protection act and KSA 21-4218 to allow carry of firearms under a CCH license within certain state buildings. Hearing has been held.
Missouri Legislation
The Division of Professional Registration began accepting applications for statewide licensing of private investigators in early February.
Missouri General Assembly
Two bills pertaining to private investigators have been introduced.
- House Bill 1779 Amends the Missouri licensing act to exempt certified public accountants. No legislative action.
- House Bill 2170 Makes minor amendments to the Missouri licensing act. A hearing has been held.
